  Scott Elliot is a native of Pinal County, growing up in the Casa Grande area. He attended Casa Grande Union High School and later studied Criminal Justice at Central Arizona College. In 1991, he began a 25-year career with the Pinal County Sheriff's Office, retiring with the rank of lieutenant. During his tenure, he served as a commander for various units, including the Patrol Support Division, SWAT, Search and Rescue, and the Aviation Unit, which he led the creation of in 2011.
