Prior to his appointment, he was an attorney in private practice from 1968 to 2012, including time as a partner at O'Melveny & Myers LLP where he focused on litigation for clients like IBM and Lockheed Martin. He received both his Bachelor's degree and his Juris Doctor from the University of California, Berkeley.

He is a retired U.S. Army Reserve Colonel, having served in Afghanistan and Iraq, and is a two-time recipient of the Bronze Star. He earned a Master's Degree in Strategic Studies from the U.S. Army War College in 2017.
