Norma Judith Torres, born in Guatemala, immigrated to the United States at the age of five. She became a U.S. citizen in 1992. For 17 years, she worked as a 9-1-1 dispatcher for the Los Angeles Police Department, where she led a successful campaign to hire more bilingual operators. Her career in public service began on the Pomona City Council from 2001 to 2006, followed by serving as the Mayor of Pomona from 2006 to 2008. She then served in the California State Assembly from 2008 to 2013 and the California State Senate from 2013 to 2014. In 2014, Torres was elected to the U.S. House of Representatives. She earned a bachelor's degree in labor studies from the National Labor College.

Mike Cargile was born in Fort Hood, Texas, on June 15, 1964. He served in the U.S. Army as a Quartermaster Officer from 1990 to 1991. Cargile earned a bachelor's degree in business from Columbus State University in 1987. His career experience includes working as a filmmaker, writer, director, and producer, as well as president of Big Event Pictures. He has also been involved in his community as a coach, a crossing guard, a church deacon, and a booster club parent. He is the co-founder of the San Bernardino County Patriots. He and his wife, Nan, have two children.
