Born in Washington, D.C., she is a graduate of the University of Maryland, College Park, and earned her Juris Doctor from Howard University School of Law. Her legal career also includes experience as an attorney for the Federal Communications Commission and work in private practice, focusing on various legal areas before dedicating her career to public service.
