Marsha B. Herbert is a non-partisan candidate for the Carroll County Board of Education in Maryland. A lifelong Carroll County resident, Herbert served over forty years as a physical education teacher in the local public school system. Additionally, she has owned and operated a Westminster horse farm since the 1970s. First elected to the Board of Education in 2016 and later re-elected, she has served as Board President. During her tenure, Herbert successfully advocated for educator salary increases and secured additional funding for schools. Her extensive background in both business and public education continues to inform her strong leadership.

Dennis E. Frazier is a Democratic candidate for Carroll County Commissioner representing District 3 in Maryland. He brings strong local government experience, having served two terms as a County Commissioner and as a member of the Westminster City Common Council since 2011. Before his public service, Frazier worked as an educator in the Carroll County Public School System for eighteen years. He taught physical education at Mount Airy Middle School and coached wrestling at Century High School. He holds a bachelor's degree from Towson University and a master's degree from Western Maryland College. He lives in Westminster with his wife.
