  Marilyn Balcombe, a Democrat, is the Vice President of the Montgomery County Council, representing District 2. A resident of the Upcounty for nearly 30 years, she is a strong advocate for her community. Before her election in 2022, she was the President and CEO of the Gaithersburg-Germantown Chamber of Commerce, where she focused on land use planning, transportation, and economic development. Her earlier career includes serving as an Organizational Psychologist at the U.S. Department of Energy and as the first Executive Director of the BlackRock Center for the Arts. Balcombe holds a Ph.D. in Organizational Psychology, a Master's in Mental Health Counseling, and a Bachelor's in Accounting.

Before running, I served our community through active engagement, working at Calmra, Inc., a nonprofit helping people with disabilities, running for SMOB to listen to students' voices, supporting local initiatives at school meetings, and advocating for practical solutions to everyday challenges. I've worked with community members on affordability, public safety, and government responsiveness, always focused on bringing people together across different perspectives to solve problems collaboratively, not politically.
