JoAnn Y. Fisher is a Republican candidate for the Maryland House of Delegates in Legislative District 26. A veteran of the United States Navy Reserves, she served 15 years on active duty. Fisher's political involvement includes serving as a delegate to the 2016 Republican National Convention and as a member of the Republican Central Committee. For more than two decades, she has been a committed advocate for women veterans, notably as the Women Veterans Chair for the Maryland and Washington, D.C. Disabled American Veterans (DAV). Her public service also includes appointments to the Maryland Commission on Human Relations and the Maryland Military Installation Strategic Planning Council. Fisher earned both Bachelor's and Master's degrees in management from National-Louis University.

Following his military service, he became a Military Legislative Assistant to a United States Senator and later founded a lobbying and consulting firm based in Prince George's County. Puzon previously ran for the Maryland State Senate in District 26. He and his wife, Diann, have four children, two of whom are adopted and have disabilities. This personal experience prompted his service as a board member for a local hospital and an agency that supports individuals with disabilities.
