Barbara Osborn Kreamer is a Democratic candidate for County Executive of Harford County. With a background as an English and creative writing teacher, she transitioned to public service after earning her law degree. Kreamer served on the Harford County Council from 1978 to 1982 and was later elected to the Maryland House of Delegates, representing District 34 from 1983 to 1991.
