Arlene Fisher was part of the first administration of Liberty Lake before its official incorporation, serving in roles such as city clerk, finance director, and city administrator until the end of 2007. She went on to serve as the city manager for Cheney, Mountlake Terrace, and Union Gap in Washington before retiring in 2023 and returning to Liberty Lake. She is a member of the Liberty Lake Rotary and was appointed to the city's Community Engagement Commission.
