Bill Proctor has served as the Leon County Commissioner for District 1 since 1996. He is the longest-serving member currently on the board. His professional career includes working as a staff assistant to U.S. Senator Bob Graham and as a special assistant to Governor Lawton Chiles. Proctor is also a political science instructor at Florida A&M University and serves as an associate minister at Bethel A.M.E. Church. He earned an undergraduate degree in communications and a Juris Doctorate from Howard University, and also studied at Boston University School of Theology and Wesley Seminary.
