Blanca Rubio was born in Juarez, Mexico, and came to the United States at a young age. She became a U.S. citizen in 1994. Rubio earned a bachelor's degree in Business Administration and a master's degree in Education from Azusa Pacific University. Before her election to the Assembly in 2016, she was a teacher for 16 years in the Fontana Unified School District and served on the Baldwin Park Unified School District Board of Education for two terms. She also served on the Valley County Water Board. She has represented the 48th Assembly District since 2016.
