Carlton Phelps is an Ashland resident who has lived in Massachusetts' MetroWest region since 2017. He was raised in Alexandria, Virginia, by his late father, Dr. Carlton I. Phelps, and his mother Toni, a public-school teacher for 30 years; his parents instilled in him a commitment to fairness, equity, and civil rights. He has roughly 20 years of banking experience, including work as a Residential Real Estate Analyst in the Credit and Collateral division of the Federal Home Loan Bank of Boston (from 2017) and, from 2022 to 2025, in the sales division of Yale Appliance in Framingham. He serves as a trustee of the Ashland Affordable Housing Trust, volunteers with the MetroWest YMCA and Clear Path for Veterans New England, supports Advocates Framingham, is a member of the Ashland Democratic Town Committee, and was a voting delegate at the 2025 Democratic State Convention. He earned a Bachelor of Science in Business Management from Marymount University, where he was first-team All-Capital Athletic Conference in basketball. In 2024 he challenged incumbent Jack Patrick Lewis in the Democratic primary for the Massachusetts House (7th Middlesex District) and received 16.6% of the vote.
