Carolyn F Hugley

Carolyn Fleming Hugley is an incumbent State House Representative for Georgia, first elected in 1992. She made history as the first African American Minority Whip of the Georgia House (2003-2018) and was elected Minority Leader in 2024. Representing the 141st Georgia House District, she is dedicated to fighting for everyday Georgians, with a particular focus on issues affecting children and families, and aims to regain a Democratic majority. Born in Forrest City, Arkansas, Ms. Hugley earned a BA in Political Science and an MPA from Mississippi State University. She also maintains a 35-year career as an independent insurance agent in Columbus, GA. She is married to Isaiah Hugley, the Columbus City Manager, and they have two children, three grandchildren, and one great-grandchild.
