Richard Clapp was born in High Point and moved to Jamestown in 1972. After graduating from Ragsdale High School in 1976, he joined the U.S. Coast Guard and served for 25 years. He later worked as a railroad train dispatcher in Texas for about 14 years before moving back to Jamestown in 2016. He is a sixth-generation North Carolinian and serves on the town's Parks and Recreation committee and the Jamestown Veterans Committee.
