Born and raised in Pittsburgh, he graduated from Kenyon College with a degree in political science and later completed a certificate program at Harvard University's Kennedy School of Government. Before entering politics, Frankel worked as an insurance executive. In the statehouse, he serves as the Democratic Chair of the House Health Committee.
