He was appointed to the bench by Governor Roy Cooper in April 2018 and assumed office on August 10, 2018. His current term ends on December 31, 2026. Before becoming a judge, he was a criminal defense attorney in Gaston County for over 20 years and is a Board Certified Specialist in North Carolina Criminal Law. He received his B.S. from Appalachian State University in 1981 and his J.D. from Mercer University's Walter F. George School of Law in 1989. He was admitted to the North Carolina Bar in 1990. He is the son of former Chief District Court Judge James Ralph Phillips.
