Born and raised in South Central PA, he previously served on the Harrisburg City Council from 2017 to 2022 and chaired its public works committee. Madsen also worked as the community services and education director for the Pennsylvania AFL-CIO. In the legislature, he focuses on funding for public education, workforce development, affordable housing, and improving local infrastructure.
