Ellen Talbo was born and raised in Lakewood, Washington. She is the granddaughter of Filipino immigrants. Her father was a US Army veteran and her mother taught ESL in the Tacoma area. Talbo has dedicated her career to public service and public works, with 19 years of experience in transportation infrastructure. She currently works in the City of Renton's Public Works Department and previously served as a county transportation planner in California from 2017-2022. She also serves as the Vice Chair of the Lakewood Planning Commission.
