Fred Chang has lived in downtown Port Orchard since 1996. He was first appointed to the city's planning commission, where he served for six years before being elected to the city council in 2005. His professional experience includes work in the entertainment and software industries, and he currently works for the Washington State Department of Transportation. Chang has been a member of the Bremerton Ferry Advisory committee, the Port Orchard Chamber of Commerce, and the Sidney Museum and Arts Association. He also represents the Port Orchard City Council on the Kitsap Community Resources Board of Directors.
