Hilary Kozel was raised in Moscow, Idaho, and graduated from the University of Idaho with a bachelor's degree in Organizational Communications. She worked in the banking industry before moving to Spokane in 2007. Kozel has been a longtime volunteer for Spokane Public Schools, serving in various capacities including PTG president and on district-wide advisory committees. She was unanimously appointed to the board in September 2023.
