Hugo Garcia is the incumbent for City Council Position 1, first elected in 2021. An immigrant from Guadalajara, Mexico, he moved to Burien in the early 1990s and graduated from the Highline School District. Garcia has over two decades of experience in community banking and small business financing. He previously served as the Economic Development Program Manager for King County during the COVID-19 pandemic and was the chair of both the Burien Planning Commission and the city's Business and Economic Development Partnership. He joined the board of Craft3, a community development financial institution, in 2025.
