He is a graduate of the Highline School District. Garcia has over 15 years of experience in economic development, community finance, and public service, including roles at Bank of America, Plaza Bank, and as an Economic Development Program Manager for King County during the COVID-19 pandemic. He previously served on Burien's Planning Commission and the Business and Economic Development Partnership.
