I’m Hunter Baker and I’m running for Harford County Council District E.

Hunter Baker is not currently running for office on Civoren.
Hunter Baker is a Democratic candidate for Harford County Council in District E, which includes Aberdeen, Churchville, and parts of Bel Air. A lifelong resident of Aberdeen, he is a special education teacher and an associate member of the Harford County Democratic Central Committee. His family has a long history of service in Aberdeen. Baker is focused on investing in schools and public transit, addressing housing affordability, and protecting green spaces from urban sprawl. He is a first-time political candidate running a campaign funded by small-dollar donations with the goal of making Harford County a place its residents can be proud of.
Hunter Baker has a recorded position on seven issues. Each is Civoren's summary of the campaign's own public material, with the source linked.
Baker supports fairer local elections, including ranked-choice voting for local races and publicly-funded elections so big money doesn't drown out community voices.
“Fairer Elections - Introduce Ranked Choice Voting for local races and publicly-funded elections so big money doesn't drown out community voices.”
Baker supports climate-resilient development planning, preserving public green spaces, and safeguarding Harford County's forests, waterways, and farmland from unchecked development.
“Protect Green Spaces and Natural Resources - Safeguard Harford County's forests, waterways, and farmland from unchecked development.”
Baker's housing platform favors affordable homeownership for first-time buyers, more low-income units, limits on corporate bulk home purchases, publicly-owned housing and homeless shelters, and strong tenant protections including rent stabilization.
“Housing That Works for Residents, Not Corporations - Affordable Homeownership: Make it easier for first-time homebuyers to purchase a home in Harford County - not big corporations or hedge funds. More Low-Income Housing Units: Cut red tape for the construction of affordable homes... Tenant Unions and Renters' Rights: Support policies that empower communities by giving renters a collective voice...”
Baker's top campaign priority is fully funding Harford County Public Schools - quality education, small class sizes, modern facilities, and well-supported teachers - without shifting the burden onto working families. He also opposes book bans, arguing challenging books are essential to education and inquiry.
“Fully Fund Harford County Public Schools - Every student deserves access to quality education, small class sizes, modern facilities, and well-supported teachers. I will fight to ensure our schools have the funding they need to succeed - without shifting the burden onto working families.”
Baker supports unions and the right of Harford County workers to organize for fair wages, benefits, and safe workplaces.
“Stand with Workers - Support unions and protect the right of Harford County workers to organize for fair wages, benefits, and safe workplaces.”
Baker supports a 'smart public safety' approach: investing in professional law enforcement while also expanding civilian crisis-response teams and mental-health, substance-use, and reentry services, with transparency and accountability.
“Safe Communities, Smart Public Safety - I support investing in professional law enforcement while recognizing that police officers cannot-and should not-be expected to solve every problem. Mental-health crises, homelessness, addiction, and domestic violence often require specialized responses.”
