James Mitchell is an incumbent at-large member of the Charlotte City Council. A native of Charlotte, he graduated from North Carolina Central University with a degree in information systems. His professional career has been in the construction industry, including roles as director of business development for Barton Malow and president of R.J. Leeper Construction. Mitchell previously represented District 2 on the council from 1999 to 2013 and returned as an at-large member in 2015. He has also served as president of the National League of Cities.
