James P. Marrow

James P. Marrow is a retired Chief Warrant Officer (CWO4) from the U.S. Navy with over 25 years of combined Reserve and Active service. He also has a background in law enforcement, having served for 15 years as a Peace Officer and an elected police agency executive. Marrow was appointed to the Oak Harbor City Council for Position 5 in December 2024 to fill a vacancy. Prior to his appointment, he was an elected Commissioner for the North Whidbey Pool, Park and Recreation District and served on the boards of the Main Street Association and the Oak Harbor Chamber of Commerce. He holds multiple degrees, including a B.S. in Business Administration from Columbia College, an M.A. in Organizational Leadership from Brandman University, an M.S. in Management from Embry-Riddle Aeronautical University, and a Master of Public Administration from Texas A&M University.
