James T. Rutherford, also known as Todd, is an incumbent Democratic member of the South Carolina House of Representatives, serving District 74 since 1998. An attorney by profession, he earned his undergraduate degree from Howard University in 1992 and a law degree from the University of South Carolina in 1996. He has served as State House Minority Leader since 2021 and sits on the House Ethics and Ways and Means committees. Rutherford is seeking re-election to his seat in the 2026 election, although the Democratic primary for this office has been canceled.
