D'Onofrio supports strengthening penalties for uninsured drivers while also introducing a rebate program to help previously uninsured drivers afford coverage, which he argues would lower rates for everyone.

    On auto insurance, one in five drivers on our roads are driving uninsured. Florida has some of the most lax penalties in the nation for uninsured drivers. We must strengthen penalties, but also recognize that the main reason people are uninsured is because they cannot afford the insurance. To me, that means also introducing a rebate program that would encourage those previously uninsured to become insured, thus lessening the burden on them, and once insured, lessening the burden of costs on those that have always been insured.
