Jean Salvatore is a Democratic candidate for County Council in Harford County's District D. A retired federal logistician with a 34-year career primarily at Aberdeen Proving Ground, she is also an adjunct faculty member at Harford Community College. Salvatore is the founder and president of Shadow Cats TNR (formerly Best Friends in Harford County), a non-profit animal welfare organization. She previously ran for the same office in the 2022 general election. Her public statements indicate a focus on adequate funding for public schools and affordable housing, as well as environmental protection and responsible land use.
