Jennifer Owen

Jennifer Owen is a fifth-generation Billings resident and an attorney with a background in energy development, agriculture, transportation, family law, and education. She was elected to the Billings City Council in 2021. She is the President and Owner of Designing Trust, a professional consulting firm. Owen serves as a trustee at Rocky Mountain College, Vice President of the Billings Child Abuse Prevention Foundation, and a board member for New Day, Inc. She also serves as a guardian ad litem for abused and neglected children.
