Jesse W. Topper is a Republican politician serving as the Pennsylvania State Representative for the 78th District since 2014. A lifelong resident of Bedford County, he was elected as the House Republican Leader for the 2025-2026 legislative session. Topper earned his bachelor's degree from Frostburg State University and previously served on the Bedford Borough Council. Prior to his election, he was an executive minister at Bedford United Methodist Church and a high school football coach.
