He is a 1975 graduate of Mardela High School. His platform emphasizes fiscal responsibility, supporting law enforcement, and ensuring planned growth that preserves the county's agricultural lands. Adkins is a member of the Salisbury Area Chamber of Commerce and has been an active member of the Mardela Springs Volunteer Fire Company for over two decades.
