Jim Kastama is a long-time resident of Puyallup, having graduated from Puyallup High School in 1978. He earned a Bachelor of Arts from the University of California at Berkeley. His political career is extensive, having served in the Washington House of Representatives from 1996 to 2000 and the Washington State Senate from 2000 to 2012, where he chaired the Senate Economic Development, Trade and Innovation Committee. He was first elected to the Puyallup City Council in 2017 and was re-elected in 2021 for a term running from 2022 to 2025. He currently serves as the Mayor of Puyallup. In addition to his council duties, Kastama owns his own business and is a part-time faculty member at the community college and university level.
