Joe Marshall is an incumbent councilmember, first elected in 2017. He grew up in Kenmore and is a graduate of Inglemoor High School. He holds a B.A. from the University of Washington, an M.F.A. from Cornell University, and a J.D. from the University of Washington. An attorney since 1999, he has served as a public defender and represented the Northshore Fire and Utility Districts. He is a former President of Northshore Rotary and a past board member of the Cascadia College Foundation.
