Joe Marshall is an incumbent on the Kenmore City Council, first elected in 2017. He grew up in Kenmore and has been a practicing attorney since 1999, serving as a public defender and representing various local districts and businesses. Marshall earned a B.A. and a J.D. from the University of Washington, and an M.F.A. from Cornell University. He has also served as President of Northshore Rotary and as a Board Member on the Cascadia College Foundation.
