He earned a bachelor's degree in Political Science with a minor in American Indian Studies, as well as a Master of Teaching from the University of North Carolina at Pembroke. He also holds a Master of Public Administration from the University of North Carolina at Chapel Hill. His career includes working as a civics teacher, serving on the Lumbee Tribal Council, and holding roles with the U.S. Department of Agriculture and the National Congress of American Indians in Washington, D.C. In January 2022, he was sworn in as the seventh chairman of the Lumbee Tribe. In October 2025, he was appointed to the North Carolina House of Representatives for District 47, filling the seat vacated by his brother, Jarrod Lowery.
