Born in Baltimore, Maryland, in 1961, he is a graduate of Sparrows Point High School. From 1979 to 1981, Salling served in the U.S. Army as a combat engineer. Prior to his political career, he spent over three decades as a steelworker at the Bethlehem Steel Mill in Sparrows Point, where he also functioned as a union representative for the United Steelworkers of America. In 2020, he ran as the Republican nominee for Maryland's 2nd congressional district but was unsuccessful in the general election. His current term in the State Senate ends on January 13, 2027.
