Kristin Phillips-Hill is the incumbent Pennsylvania State Senator for District 28, first elected in 2018. A Republican, she currently serves as the Senate Majority Caucus Chair. Prior to her election to the State Senate, Phillips-Hill served two terms in the Pennsylvania House of Representatives from 2015 to 2018, and was previously a member of the Dallastown Area School Board. She is a former small business owner and holds a bachelor's and master's degree from Rutgers University.
