Previously, Sayles was the first Black person elected to the Gaithersburg City Council. Her professional background includes roles as a health program manager at Kaiser Permanente, a public health educator, and a consultant for the U.S. Food and Drug Administration. She earned a Bachelor of Science in Public Health from the University of Maryland, College Park, and a Master of Public Administration from the University of Baltimore.
