Malcolm P. Ruff is an American attorney and Democratic politician serving as a member of the Maryland House of Delegates for District 41. Appointed to the position in 2023, he is also a candidate for the Maryland State Senate representing the same district. A native of Baltimore, Maryland, Ruff is a graduate of Duke University and the University of Baltimore School of Law. His legal experience includes serving as an Assistant State's Attorney before working as a trial attorney with a focus on civil rights and personal injury cases. Alongside his public service and legal career, Ruff is the founder of The Pagya Project, a non-profit organization.
