Born in the Cape Verde Islands, he immigrated to the United States in 1961 at age six and grew up in New Bedford and Rhode Island. He earned a bachelor's degree in physical education from Barrington College and a master's degree from Illinois State University. He completed a 33-year career in IT management and currently works as a paraeducator at Joseph Case High School in Swansea while serving as a pastor at a Christian church in Fall River. A Somerset resident since 2007, he has been married to Monica since 2000 and is the father of three.
