Her career in public health has included roles in Medicaid, protective services for adults and children, and crisis management during events like the HIV/AIDS epidemic, Hurricanes Katrina and Rita, and the COVID-19 pandemic. She was born in Oakland, California, and earned a bachelor's degree from the University of California, Berkeley, and a Master of Public Health from the University of Illinois, Chicago.
