Born and raised in Dierks, Arkansas, he graduated high school in 1977. Quinn spent over 40 years in the insurance industry, including owning his own company and working for Shelter Insurance until 2022. He served in the Oklahoma House of Representatives from 2010 to 2014 and the Oklahoma Senate from 2014 to 2022, where he chaired the Senate Insurance Committee and served as Assistant Majority Leader. He is also a deacon at the Blue Starr Church of Christ in Claremore. Running as a Republican, Quinn aims to combat high insurance rates by demanding more competition, accountability, and transparency. His policy positions include curbing lawsuit abuse, recruiting quality carriers, holding companies accountable for slow claims and unfair denials, stopping coverage drops over roof age, and forcing insurers to disclose how premium dollars are used.
