Melvin Cooper was born in Havelock, North Carolina, and served in the U.S. Air Force. His professional experience includes working as an educator. He previously ran for the North Carolina House of Representatives in 2024. As of 2024, he was affiliated with the Carteret County NAACP and the Carteret County Democratic Party. He was elected as a Beaufort Town Commissioner and later selected by fellow commissioners to serve as Mayor Pro-Tem, with his current term ending in December 2025.
