N. Scott Phillips, a Democrat, represents District 10 (Baltimore County) in the Maryland House of Delegates, a position he has held since January 11, 2023. An attorney and management consultant by profession, Phillips earned his bachelor's degree in accounting from Virginia Union University and a Juris Doctor from the University of Maryland School of Law. Within the House of Delegates, he serves on the Judiciary Committee, as well as its Public Safety and Family and Juvenile Law subcommittees. In January 2024, Phillips was elected by his peers to serve as chair of the Legislative Black Caucus of Maryland. His professional background also includes experience as a project director for the MBDA Advanced Manufacturing Center and as the managing member of his own legal and business consulting firm. Prior to his legislative career, he served on the Maryland State Board of Elections from 2019 to 2022.
