Neal Black has served on the Kirkland City Council since November 2019 and has been a Kirkland resident since 1998. He holds a Bachelor of Science in Civil Engineering from Stanford University and a Juris Doctor from Georgetown University. His public policy experience includes work with the White House Office on Environmental Policy and the US Department of Justice. Before joining the City Council, he served on the Houghton Community Council.
