Norm Chapman is the incumbent councilor for Centralia's District 1, having been sworn in September 2024 to fill a vacancy. He is a 30-year resident of Centralia and a veteran of the U.S. Coast Guard Reserves, where he served for 33 years and retired as a Chief Warrant Officer 4 Naval Engineering. Chapman holds a BA in Industrial Technology and an MA in Education from Humboldt State University. He worked at South Puget Sound Community College for 31 years, including 26 years as a professor and 5 years as the Dean of Applied Technology. Prior to his appointment to the council, he served for about seven years on the Centralia Planning Commission. He is also the CEO of United Concept Trainers.com, a fabrication company for electrical diagnostic trainers.
