Patrick Harris has a 30-year background in emergency response management, including roles with the NC Division of Forestry and the Federal Emergency Management Agency (FEMA). He retired as the Director of Emergency Services for the Town of Smithfield. He holds a Bachelor's Degree in Fire Science and has taught management and emergency response classes at the college level. From 2011 to 2017, he was the CEO and CFO for Smithfield Crossings Family Healthcare and Urgent Care of Smithfield. He has previously served as Chairman of the Johnston County Republican Party. He was first sworn in as a County Commissioner in December 2018. In December 2025, he was appointed Chairman of the Board of Commissioners. He is a recipient of the Order of the Long Leaf Pine, North Carolina's highest civilian honor.
