He was born and raised in Erie, Pennsylvania, and graduated from Technical Memorial High School. He studied political science and business at Mercyhurst College and Penn State Behrend. Before his election to the state legislature, Harkins worked as a driver for United Parcel Service (UPS) for 23 years.
