Patrick J. Harkins is an American politician serving as a Democratic member of the Pennsylvania House of Representatives for the 1st District, having been first elected in 2006. He was born and raised in Erie, Pennsylvania, and graduated from Technical Memorial High School. He studied political science and business at Mercyhurst College and Penn State Behrend. Before his election to the state legislature, Harkins worked as a driver for United Parcel Service (UPS) for 23 years.
