A 35-year resident of the district, he is a small business owner with over 27 years of experience and a certified Project Management Professional. Dongarra is a community advocate focused on smart growth, environmental protection, and government transparency. He has been active in fighting against pay-to-play politics and serves on the Executive Committee of the Sierra Club's Greater Baltimore Group. His campaign is publicly financed, rejecting donations from special interests and businesses. Dongarra earned a history degree from St. Mary's College of Maryland and pursued post-graduate studies at UMBC.
