Phil Folyer has been a resident of Liberty Lake since 1999 and has owned a local business for 22 years. He is a retired Army National Guard veteran with 21 years of service. His civic experience includes serving on the Liberty Lake City Council from 2020 to 2023, including as Mayor Pro-Tem in 2022 and 2023. He has also served on the Liberty Lake Planning Commission and the Spokane County Civil Service Commission. Folyer has been president of the Spokane Home Builders Association twice. He has an associate degree from Boise State University.
